Strategic Plan Implementation Framework

The Strategic Plan Implementation Framework (SPIF) describes the process by which the Executive, Leadership Team, college staff, and faculty members are involved in the execution of the Strategic Plan and together support CNC in achieving the five-year strategic goals. This framework fits within the already established Planning and Accountability Model, which incorporates CNC’s mandate, mission, vision, institutional values, and college wide initiatives.

The SPIF outlines how the following will take place:

Prioritization of Strategic Objectives

Given that the Strategic Plan is a five-year plan and the college has limited resources, elements of the plan will be prioritized over the course of the five years. The Executive team will communicate the specific objectives within the Strategic Plan that will be targeted priorities for the coming year. These “annual priorities” will be communicated by the Executive and coordinated interdepartmentally as appropriate.

Engaging Leadership

Members of Executive will engage with their Leadership (Management) teams to discuss the annual priorities, what they mean to the departments, and how they can be executed. These annual priorities cascade into the Department and Campus Annual Plans that are then developed between June and July. Department and campus plans will work in support of their own mandates, in support of the Strategic and Education Plans, and in support of the college wide plans (e.g. DDI, Aboriginal Education, etc.)

Engaging Staff and Faculty

College administrators, staff, and faculty play an important role in identifying initiatives to be included in annual plans. Those working in the area are an excellent resource in identifying what is already underway in support of the Strategic Plan, and how to build on those initiatives to advance the college toward the strategic goals. During the planning phase, department and campus staff and faculty involvement is essential, and engaging all levels of college employees in these discussions broadens the perspective and yields a more comprehensive plan. Department Managers can decide on the appropriate level and method of engagement. The Department/Campus Annual Plan Development - How-to Guide along with several templates have been created to support the planning process. The use of templates for documenting, tracking, and reporting departmental goals will make monthly updates along with quarterly/year-end reporting much easier.

During the first year of the college wide implementation, it is possible that templates will be revised to incorporate feedback from college departments.

Link to Admin Performance and Development Plans

Goals outlined in the Department and Campus Annual Plans will move into the Performance and Development Plan (PDP) of the Administrator(s) responsible for that area. Connecting annual commitments to Administrative PDPs supports accountability at all levels of the institution.

Link to CNC Budget Cycle

The integration of priorities outlined in the Strategic Plan and Education Plan will be formally incorporated into the 2018/2019 budget preparation process which begins in the fall of 2017.

Tracking Our Progress

Every year in June, the College of New Caledonia will share an annual report outlining progress against key performance indicators (KPIs) that indicate how we are doing in achieve our strategic goals. This report will also highlight specific achievements and targets that arise from Department and Campus Plans.
