Guidelines for the Operation of the Library Legacy Fund
Purpose
The purpose of the Library Legacy Fund is to build a long-term base of support which is to be used to enhance the ability of the College Library to provide quality library collections and services to learners.
Nature of Fund
The Library Legacy Fund is an endowment fund. Donations to the Fund are pooled together for investment purposes. Only the return on investments (or a portion thereof) is expended each year, with the principal remaining intact in perpetuity.
Matching funds will be secured by the College, wherever feasible, to double the investment. The College shall determine how the funds shall be invested and how, relative to the terms and conditions of the endowment, the return on investments will be spent. Donations may be made directly to the General Fund or may be specified to a particular area of endowment. Specified or Named funds are pooled with the General Fund. Return on investment from that specified area is targeted for use in that area, once sufficient returns have been generated.
1. General Fund
In order to maximize the rate of return on investments, all Library Legacy Funds shall be pooled into one General Fund for investment purposes.
2. Specified or Named Funds
In order to allow the donor to direct a donation to a specific area, the College offers the opportunity to donate to Specified or Named Funds. The return on investments will be spent according to the objectives set out for that Fund. As these funds can be costly to administer, Specified or Named Funds will not be considered for donations with a present cash value of less than $1,000. Acceptance of all Specified or Named Funds is subject to College approval and the College reserves the right to refuse donations.
Donations
A donation may come in varied forms including but not limited to: cash, bequests, life insurance policies, charitable annuities as well as gifts of real estate, securities, property or buildings, if acceptable to the College.
Donors are advised that donations to the Library Legacy Fund, once accepted, become the property of the College.
Any conditions attached to donations to the Library Legacy Fund of money or any other assets must be approved by the College.
The College reserves the right to refuse donations to the Library Legacy Fund that may not be in keeping with the goals and policies of the College or of financial benefit to the College.
The College retains the right to alter the specific use of such funds it deems non-functional to another use within the Library Legacy Fund. Where possible, the donor will be consulted when a change is being considered.
Reporting
The College will provide an annual report on the state of the Library Legacy Fund to the CNC Fundraising Society. The annual report will include an itemized audited statement of all expenditures from the Library Legacy Fund.
Special campaigns and corporate fundraising will be coordinated through the CNC Fundraising Society.
Adopted by CNC Fundraising Society, October 3, 2001
